(This position isrepresented by Local 818 AFSCME, Council 4, AFL-CIO) JOBSUMMARY: As a mission critical partof the City's financial management and services team, the Deputy Director ofFinance is a leadership position tasked with complex supervisory,administrative, and professional management, financial and accounting responsibilities.These responsibilities include but are not limited to the provision of servicesand operations associated with planning, organizing, directing and managementof the City's finances and associated functions.Included as tasks are the coordination,development, and recurring oversight of the City's various budgets and capitalproject portfolio. Applyingprofessionally acceptable standards, compiles and prepares analytical reportsand statements related to debt financing obligations. May be assigned to leadinteragency projects and service tasks. Encourages innovation and improvedmethods and procedures from other members of the team. Leads and demonstrates, by example, the valuesof a professional finance operation and the advantages of a unified teamapproach to excellence and achieving organizational success. SUPERVISIONRECEIVED: Provides professionalservices under the general supervision of the Finance Director, or on a collaborative project from an assigned peer, orcommittee chairperson or project leader, often an applicable department head.Willingly accepts technical coordination and direction from peer professionals,specialized employees, contractors, and consultants in accordance with approvedproject plans and professional standards and practices. Subscribes to andabides by the current Code of Professional Ethics as promulgated by theGovernment Finance Officers Association. SUPERVISIONEXERCISED: Providesconsistent, ethical, professional direction and control to assigned employeesand functions in the organization. Strives for high quality, productive workproducts and - recognizesand documents exceptions. Understands and demonstrates by example the criticalnature of services provided and its impact on municipal operations and thecommunity. ESSENTIAL DUTIES: - Professionallymanages projects and assigned resources including employees, full or part-time,or contractors and professionals. - Plans,organizes, assigns and directs the work of subordinates in maintaining financeoperations and capital project control. - Inconjunction with the Director and peer professionals, determines and sets workpriorities, prepares and coordinates work schedules and division staffing tohelp expedite workflow, and provide a high level of service. - Conductsinspections of subordinate or contract work products, provides correctiveintervention when necessary, and documents all exceptions. - Evaluates,as directed, the needs and requirements of the Department; formulates short andlong range plans and proposals for assigned areas of responsibility. - Performshigh level planning and coordination with the other city departments andentities on the financial services, systems and functions in the city. - Providessupervision to the payroll division. - Worksin conjunction with the Finance Director and Budget & Capital Projects Fiscal Officer. - Assuresthat procedures and resources are in place for the assignment, tracking, andrecord keeping of financial services operations. - Issuesboth written and verbal instructions to staff, contractors, co-workers, andother applicable entities. - Develops,coordinates, and implements professional development, systems training andcross-training programs for employees, including safety procedures, systemsoperation, general work methods, and other related training utilizing bothin-house and contract services. - Reviewsemployee performance based on established guidelines and recommends training,recognition and/or disciplinary action as necessary. Updates guidelines as workpractices, policy and systems change. - Asdirected, develops policies and procedures for financial services andassociated operations. - Providessupervision for all areas within the Finance Department including accountspayable, accounts receivable, payroll, cash management and grant management. - Overseesfrom the Finance Department perspective, any installation and maintenance ofthe City's financial management and accounting systems and the development of associatedfiscal procedures and policies. - Performstechnical accounting duties in the areas of maintaining city fund ledgers,maintaining receivable and liability balances and reconciling departmentalrecords with ledgers maintained by the Finance office. - Reviewsand analyzes revenue and expenditure transactions for proper accountclassification and performs reclassification journal entries if needed. - Coordinatesthe closing of the fiscal year. - Preparesand reviews budget transfer and amendment resolutions/reports as needed - Overseesthe City's fixed asset additions and disposals including Enterprise funds fixedassets. - Coordinatesand handles the annual audit, preparation of required schedules and tables;reviews audit report and management comments and provides explanations andrecommendations. - Providesfinancial and budget information to senior management, departmental staff andthe public as requested. - Assistsin the City's debt management including coordination of the Official Statementor private financing as well as the assessment and projection of borrowingneeds. - AttendsBoard and Council meetings as directed by the Director of Finance. - Assumesdepartmental responsibility in absence of Finance Director. - Administersthe appropriation and fiscal compliance of all capital projects to includepreparation of grantor invoices, assessment of borrowing requirements and debtfinancing schedules. - Preparesproject fiscal reports as necessary. - Organizesthe preparation of the City's Official Statement in conjunction with projectborrowing needs; consults with City Bond Counsel and the designated financialadvisor or underwriter. - Assiststhe Director and other municipal executives, as authorized, with specialprojects. - Abilityto create, review and distribute journal entries without assistance. - Reviews/approvesbank reconciliations on a monthly basis. - Abilityto create monthly bank reconciliations as needed. - Performsother duties as required. KNOWLEDGE, SKILLS AND ABILITIES: Proven and thoroughknowledge of governmental financial management principles and practices. Working knowledgeof public administration principles and practices as applied to a municipalfinancial management operation. Ability tosuccessfully communicate and interoperate with peers and subordinates onoperations and activities related to the municipal government. Demonstratedability and experience in the areas of financial management, decision making,report development, and communications. Experience in the development ofmunicipal operating budgets and capital project budget appropriations. Ability to design and maintain customizedgrant or project reporting systems on an appointed individual project basis. Knowledge onhow to do financial reporting, close out funds and read financial statements aswell. Considerabledexterity or ability to learn after training the use of an automated financialmanagement system including search engine and report development. Thoroughability to establish and maintain effective working relationships withco-workers, board members, financial institutions, vendors, consultants,elected officials, consultants and other governmental agencies and members of thecommunity. QUALIFICATIONS: Bachelor'sDegree in the area of accounting or finance from an accredited college oruniversity supplemented by seven (7) years of governmental accountingexperience with two (2) in a supervisory capacity.MBA, MPA, CPA or CPFO highly desirable. PROBATIONARY PERIOD: The probationary period for thisposition shall be twelve (12) months. THIS EXAMINATION WILL BECOMPOSED OF: COMPONENTS WEIGHTS Experience& Training100%or Oral100%or The Cityreserves the right to select any of the examination weights listed above. PASSING GRADE: The minimum passing grade is 70%. DURATION OF EMPLOYMENT LIST: A certified employment list shall be ineffect for one year from the date of its establishment by the Civil ServiceCommission. The Civil Service Commission, may, upon the showing and finding ofexigent or extenuating circumstances, extend the duration of the list when itis in the best interest of the City. However, in no case shall any certifiedemployment list remain in force for more than two years. RULEOF FIVE PLUS THREE: TheAppointing Authority is sent the first five names in rank on the certifiedemployment list plus the next three highest city residents. All may be considered equally for the one jobvacancy.
