Summary:The Executive Director of the Office of Sponsored Programs
(OSP) will develop and implement a strategic agenda for CT State
and the twelve (12) legacy campuses to secure and manage extramural
funding and elevating the profile of grant writing and acquisition
activity through the college; coordinate the pursuit of funding
opportunities that contribute to the college's priorities and
commitment to academic excellence in teaching and learning and
acquire resources to support innovative activities, support for
students, and infrastructure; and, contribute to the pre-grant
awards process to help ensure compliance with and dissemination of
sponsored agency programmatic policies, guidelines, rules, and
regulations, primary for major ($50,000 or more annually)
multi-year grants across campuses and/or region,
college-wide.Incumbents must possess proven ability to effectively
work with a culturally, linguistically, and ethnically diverse
faculty, staff, and student. They are expected to have excellent
oral and written communication skills -along with strong
-Information technology literacy skills such as Microsoft Office
(Word, Excel, Outlook, Teams etc.)Minimum Qualifications:Incumbents
are required to have demonstrated advanced knowledge and abilities
in the following: -
Master's Degree in business, public
administration, or related field or an equivalent combination of
education/experience. Minimum of five (5) years of administrative
experience in leading a sponsored program or grant development
office, preferably in a college environment. Demonstrated success
in working with internal and external constituencies to promote
development of program innovations and strategic partnership
opportunities. Demonstrated strong decision-making skills and
initiative. Developed and maintained effective working
relationships with a diverse range of constituents both internal
and external to a college or organization. Documented evidence of
adaptability to changing priorities.Able to maintain a positive,
effective, and professional approach to problem solving. Has strong
analytical reasoning, budgeting, and forecasting abilities. Have
excellent oral, written, and interpersonal communication skills.
Must possess proven ability to effectively work with a culturally,
linguistically, and ethnically diverse faculty, staff, and

Documented experience with sponsored
programs administration.Two (2) years of experience in contract
negotiation for diverse types of sponsored program agreements.Three
(3) years of supervisory experience.Evidence of successful grant
writing and development to federal agencies (e.g. NSF, DOL, DOE,
etc.) in support of faculty driven projects and/or institutional
strategic priority initiatives.Record of successful grant writing
and development with private or corporate foundations in support of
higher education, community colleges in particular.Advanced
training or certification related to sponsored-programs
administration or nationally recognized professional
certification.Example of Job Duties:Under the direction of the CT
State College Executive Vice President for Strategic Partnerships
and Enterprise Performance, the Executive Director of the Office of
Sponsored Programs (OSP) -is responsible for providing leadership
for an effective and efficient Office of Sponsored Programs,
including staff growth and development, budget management,
policies, and procedures development, and other duties as assigned:
- Proposes, evaluates, and implements new models and initiatives
that are aligned with CT State strategic priorities and will lead
to significant expansion of CT State programs and services on
campuses, regionally and statewide by strengthening and developing
grant funded and special funding initiatives in partnerships with
institutions, agencies, industry, and other organizations across
the state.
- Identifies and pursues multi-institutional grants and in
developing pre- and post-award procedures to ensure consistency
across the CSCU system in collaboration with the CSCU Director of
Strategic Initiatives, Sponsored Research and Outreach.
- Oversees pre-award activities that will include project concept
development, identification of funding sources, proposal and budget
development, submissions, approval processes, and award
negotiations, including award negotiations and management (both
financial and non-financial), reporting, cash management,
compliance, subcontracting, and award closeout.
- Leads all external funding opportunities across the college
from all sources (corporate, foundation, federal, philanthropic),
with a clear focus on growing industrial/workforce partners.
- Acts as the Sponsored Program Office liaison to community
organizations, government agencies, and teams involved with the
development and administration of projects and proposals.
- Supervises and works with grant development officers in
performing grants activities and assists the college with obtaining
and maintaining external funding.
- Chairs a Sponsored Program Council (comprised of Grant
Administration Officer, EVPs, VPs and Provost) that reviews and
interprets requests for proposals and funding guidelines from
government agencies and foundations to determine if appropriate for
college and how best to respond and comply.
- Provide critical and timely support to administrators, faculty,
staff, and students in all phases of award preparation and grant
management. This includes ensuring that there are clear, inclusive,
and transparent grant policies, procedures, and organizational
structure for pre -award and post-award that delineates the role of
all the various units involved.
- Provides oversight of procedures and guidelines for gathering
research and maintaining a data base necessary for setting
priorities for pursuing grants and reporting
requirements/institutional resources commitment and maintains
necessary records, files, reports, databases, and resource
materials pertinent to Office of Sponsored Program activities.
- Serves as the chief administrator for developing outlines,
timelines, staffing, budgets, and college boilerplate templates for
grants according to funding guidelines and serves as resource for
editing and organizing grant documents.
- Interfaces with campuses and CT State administration (including
with Procurement Services, Human Resources, Information Technology,
Budget Office, Academic Affairs Office, Asset Management, Business
Services, Payroll, and Legal) to help ensure post award compliance
with sponsored program requirements, CSCU and CT State policies,
and all applicable federal provisions in the Uniform Administrative
Requirements, Cost Principles, and Audit Requirements for Federal
Awards (2 CFR 200).In addition to the accountabilities listed
above, the incumbent is required to carry out the essential duties
of: Attendance and participation at convocation and commencement
ceremonies; Service on assigned committees and task forces;
Attendance and participation at committee, staff, informational and
professional meetings. - These may involve attendance at evening or
