POSITION OVERVIEW: Undersupervision, to perform increasingly
responsible and difficult professionalplanning work related to the
conduct of municipal planning functions includingbut not limited to
zoning analysis, site plan review, subdivision review andduties
related to zoning board of appeals, historic review application
andupdating, maintaining and implementing the conservation and
development plan; and to do related work asrequired. SUPERVISION
RECEIVED: Worksunder the direction of the Director of Planning and
Development and/or Planner II. EXAMPLES OF ESSENTIALDUTIES:
- Prepares and conducts surveys andwritten reports, compiles
sociological, economic and geographic duties,prepares planning
design and program solutions for complex problems.
- Prepares graphic presentations ofstatistical and geographic
data, performs the analysis of urban geography,zoning matters,
community development and development planimplementations.
- Assists the general publicregarding planning and zoning
matters.
- Prepares annual reports andcapital improvement program.
- Reviews subdivision maps anddevelopment site plans for
conformance with codes, plans and regulations.
- Reviews and processes permits andapplications to the City
Planning Commission, the Zoning Board of Appeals,the Zoning
Committee of the Council Council, the Inland and WetlandsCommission
and submits reports and recommendation as appropriate
- Provides assistance to the CityPlanning Commission, the Zoning
Board of Appeals, the Zoning Committee ofthe Council Council, the
Inland and Wetlands Commission. NOTE: The above tasks and

include every task or responsibility. KNOWLEDGE, SKILLS
ANDABILITIES:
- Knowledge of the principles andpractices of city planning,
knowledge of municipal government, familiaritywith the fundamentals
of civil engineering and architecture,
- Knowledge of computers and current software
programapplicationsincluding but notlimited toGIS.
- Ability to work independently,communicate effectively,
understand and prepare complex written, visualand oral
reports.
- Must have ability to compile, analyzeand prepare graphic
presentation of data and ability to make publicpresentations and to
perform complex planning analysis and graphic work.
- Connecticut driver's licensenecessary MINIMUMQUALIFICATIONS
REQUIRED: Graduationfrom an accredited college with major work in
city planning, AICP certificationplus two (2) years experience in a
planning office, and/or the equivalent inexperience and training.
PROBATIONARY PERIOD : The probationaryperiod for this position
shall be twelve (12) months. RULE OF FIVE PLUSTHREE: When a vacancy
exists for this position, the Appointing Authority is sent thefirst
five names in rank on the certified Employment list plus the next
threehighest DURATION OFEMPLOYMENT LIST: Acertified employment list
shall be in effect for one year from the date of itsestablishment
by the Civil Service Commission. Subsequent to the
initialcertification of the employment list, no sooner than l0
months and no laterthan 11 months and 29 days from date of initial
certification, the Commissionmay, upon the showing and finding of
exigent or extenuating circumstances,extend the duration of the
list when it is deemed to be in the best interest ofthe City. The
City, or any individual, may request that consideration ofextension
be placed on the Civil Service regular meeting agenda by
notifyingthe Personnel Director no later than one calendar week
prior to the monthlymeeting. The maximum period of time that a list
shall remain in effect is twoyears from date of initial
certification. PHYSICALDEMANDS: The physical demands described here
arerepresentative of those that must be met by an employee to
successfully performthe essential functions of this job.

ability to adjustfocus. PHYSICAL EXAMINATION: Prior to
beginningwork, the successful candidate must complete and qualify
